Will the PS3 have more under the hood than the Revoluion or Xbox2?

Really, so-called experts can talk about "more power" all they like. What really matters is how good the games are. Technical superiority isn't the deciding factor - in my opinion, the biggest factor is probably the quality of the development kit, and how well the initial tools make use of what power there is.
