Unlocked iPhone In October?

Rita El Khoury, a Lebanese blogger who covers Symbian S60 devices in her Dotsisx blog, reported a conversation she had with an employee at her local apple store. If the employee is to be believed, they will be selling an unlocked version of the iPhone in Lebanon in October.
Outside of the US, the majority of mobile phones are sold outside of the carrier-controlled channels. This means people buy their phones, then shop for service. In many EU countries, carriers that do sell subsidy-locked devices must provide a way to unlock it after the contract has expired.
I suspect that if Apple is going to sell their shiny gadget outside of the US, there will have to be some way to uncouple it from the carrier. Or maybe Apple will avoid selling in countries with those kinds of laws. Either way, the hackers will find a way in.
