The EU has just passed regulations to limit the maximum volume of all MP3 players sold in the continent to 80dB. Most in the area are already limited to 100dB as a French law imposes, and manufactures tend to sell the same hardware/software all over Europe. This is fine if you are using decent headphones which isolate outside noise but on the standard buds that the majority of people tend to keep using (poor ears), 80db might not be enough! Of course it'll be circumvented but not before annoying quite a few people beforehand.
