Cell-Lock: Cell Phone Lockdown

What you see pictured to the left is the Security Cell-Lock, a device now being used in schools across south africa to secure student cell phones and mp3 players at school during the day, in an effort to reduce the epidemic of teenage gadget use during class time. The makers of the Cell-Lock say that their product is effective in reducing the use of phones the way confiscating them is not, because confiscation only leads to students investing in another phone. They make a good point, but that does make me wonder: if the school institutes a system where phones are confiscated every day for the day, does it stop students from bringing in a second phone to defeat the system?
