It's a KVM, designed to fit under (or, on top of, I guess) your mac mini.
That's it really. Nice implementation, and apparently the cables are all bundled together (so you don't end up with the classic desktop KVM spaghetti junction scenario).
Now, if only I could justify buying a mini....
